Surah Ar-Ra'd
Surah Ar-Ra'd is the 13th surah of the Quran, of 43 ayat and 6 rukus in para 13. It is Makki in the common view (some scholars count it Madani) and was revealed in the later Makkan period. It is named after the thunder («الرَّعْد»), which glorifies Allah in 13:13. The surah proves tawhid, risalah and the Hereafter: the heavens raised without pillars you can see, the thunder and lightning, the parable of foam and of truth and falsehood, the people of understanding (13:19 to 24), the rule that Allah does not change a people's condition until they change themselves (13:11) and the peace that remembrance of Allah gives to hearts (13:28). It answers the Quraish who demanded miracles and denied the resurrection. FBISE asks about the name, the number of ayat and rukus, the period of revelation, the people of understanding (long topic 10, 8 marks) and its famous ayat.

Why is it called Ar-Ra'd?
The surah is named after «الرَّعْد», the thunder. Ayah 13 says that the thunder glorifies Allah with His praise, and the angels glorify Him out of fear of Him. The thunder is one of the signs of Allah's power that the surah points to. The name does not mean that thunder is the only topic: like most names of surahs it is taken from a word in the surah.
And the thunder exalts [Allah] with praise of Him - and the angels [as well] from fear of Him - and He sends thunderbolts and strikes therewith whom He wills while they dispute about Allah; and He is severe in assault
Period and background of revelation
There is no single incident that caused the whole surah. According to the common view it was revealed in Makkah in the later Makkan period, and some scholars count it Madani. The background is the Makkan situation: the Quraish denied the Messenger (ﷺ), mocked the idea of being raised after death (13:5), hurried the punishment (13:6), kept demanding a miracle (13:7, 13:27, 13:31) and denied that he was a messenger (13:43). The surah answers these objections with the signs of Allah in the heavens and the earth, with examples, with the fate of earlier nations and with comfort for the Prophet (ﷺ).

Signs of Allah in the universe (13:2 to 4, 13:12 to 13)کائنات میں اللہ کی نشانیاں (13:2 تا 4، 13:12 تا 13)Often examined
The surah opens by calling attention to the creation as proof of tawhid and of the Hereafter. Whoever can raise the heavens and run the sun and moon can raise the dead.
It is Allah who erected the heavens without pillars that you [can] see; then He established Himself above the Throne and made subject the sun and the moon, each running [its course] for a specified term. He arranges [each] matter; He details the signs that you may, of the meeting with your Lord, be certain
- The heavens are raised «بِغَيْرِ عَمَدٍ تَرَوْنَهَا», without pillars that you can see (13:2). The word «رَفَعَ» means He raised.
- Allah established Himself on the Throne and made the sun and the moon subject; each runs for a fixed term (13:2).
- The signs are explained so that people become certain of the meeting with their Lord (13:2).
- The earth is spread out, with firm mountains and rivers; every fruit is made in pairs; the night covers the day (13:3). These are signs for people who think.
- Neighbouring plots of land, gardens of grapes, crops and palms, watered with one water, yet some are better than others in fruit (13:4). These are signs for people who reason.
Lightning, clouds and thunder
- Allah shows you the lightning, bringing fear and hope, and raises the heavy clouds (13:12). «اَلْبَرْقَ» means lightning.
- The thunder («اَلرَّعْدُ») glorifies Allah with His praise, and the angels glorify Him out of fear (13:13).
- He sends the thunderbolts and strikes whom He wills while they argue about Allah; He is severe in assault (13:13).
It is He who shows you lightening, [causing] fear and aspiration, and generates the heavy clouds (12) And the thunder exalts [Allah] with praise of Him - and the angels [as well] from fear of Him - and He sends thunderbolts and strikes therewith whom He wills while they dispute about Allah; and He is severe in assault (13)
Lessons
- The order and design of the universe prove one Creator and Lord.
- Think about creation; the signs are for people who think and reason.
- Thunder and lightning bring both fear and hope: remember Allah's power and His mercy together.
Allah's knowledge, the guardian angels and self-change (13:8 to 11)اللہ کا علم، نگہبان فرشتے اور اپنی حالت بدلنا (13:8 تا 11)Often examined
These ayat show that Allah knows everything, open and hidden, and then give one of the most quoted principles of the Quran: a people's condition changes when they change themselves.
- Allah knows what every female carries, and what the wombs lose or exceed; everything with Him is by a due measure (13:8).
- He is the Knower of the unseen and the seen, the Grand, the Exalted (13:9).
- It is the same to Him whether one hides his speech or says it aloud, hides by night or walks openly by day (13:10).
- Every person has angels following one another, before and behind him, who guard him by Allah's command (13:11).
- Allah does not change the condition of a people until they change what is in themselves (13:11).
- When Allah intends harm for a people, nothing can turn it back, and they have no protector besides Him (13:11).
For each one are successive [angels] before and behind him who protect him by the decree of Allah. Indeed, Allah will not change the condition of a people until they change what is in themselves. And when Allah intends for a people ill, there is no repelling it. And there is not for them besides Him any patron
Lessons
- Allah sees even the hidden: be honest in secret as in public.
- Reform starts from within: change your own deeds, belief and character, and Allah will change your condition.
- Do not blame others or fate only; a people that gives up good and takes up evil loses Allah's favour.
Tawhid, calling on others, and truth and falsehood (13:14 to 18)توحید، غیر اللہ کو پکارنا اور حق و باطل (13:14 تا 18)Often examined
These ayat argue against shirk with examples and give the famous parable of the foam.
The call to Allah alone
- Calling on Allah is the true call. Those called besides Him give no answer; it is like a man stretching his hands towards water asking it to reach his mouth, and it never reaches it (13:14).
- Everything in the heavens and the earth prostrates to Allah, willingly («طَوْعًا») or unwillingly («كَرْهًا»), and so do their shadows morning and evening (13:15). This is a sajdah ayah.
- Ask: who is the Lord of the heavens and the earth? The answer is Allah. Then why take helpers who control no benefit or harm even for themselves? (13:16)
- Is the blind equal to the seeing, or darkness to light? Did the partners create like Allah's creation? Allah is the Creator of all things, the One, the Prevailing (13:16).
To Him [alone] is the supplication of truth. And those they call upon besides Him do not respond to them with a thing, except as one who stretches his hands toward water [from afar, calling it] to reach his mouth, but it will not reach it [thus]. And the supplication of the disbelievers is not but in error [i.e. futility] (14) And to Allah prostrates whoever is within the heavens and the earth, willingly or by compulsion, and their shadows [as well] in the mornings and the afternoons (15)
The parable of the foam
Allah sends rain from the sky; the valleys carry the water according to their capacity, and the flood carries foam on top. The same kind of foam rises from metals that people melt to make ornaments and tools. In this way Allah gives the example of truth and falsehood (13:17).
He sends down from the sky, rain, and valleys flow according to their capacity, and the torrent carries a rising foam. And from that [ore] which they heat in the fire, desiring adornments and utensils, is a foam like it. Thus Allah presents [the example of] truth and falsehood. As for the foam, it vanishes, [being] cast off; but as for that which benefits the people, it remains on the earth. Thus does Allah present examples
- The foam goes away as rubbish: falsehood is empty and vanishes.
- What benefits people stays in the earth: truth remains and gives benefit.
Those who answer and those who do not
- For those who answered their Lord is the best reward (13:18).
- Those who did not answer would give all the wealth of the earth, and as much again, as ransom, but they will have the worst reckoning and Hell as their home (13:18).
Lessons
- Call on Allah alone; others cannot answer, help or give benefit.
- Falsehood may look big for a while, like foam, but it will not last; hold on to the truth that benefits people.
- Prostrate to Allah willingly, as all creation does.
The people of understanding (13:19 to 25)اہلِ عقل و دانش کے اوصاف (13:19 تا 25)Often examined
This is long-question topic 10. The surah first asks whether the one who knows the Quran is the truth is like the blind (13:19). Only people of understanding («أُولُوا الْأَلْبَابِ») take heed. Then it lists their qualities (13:19 to 22), their reward (13:23 to 24) and the opposite group (13:25).
Then is he who knows that what has been revealed to you from your Lord is the truth like one who is blind? They will only be reminded who are people of understanding (19) Those who fulfill the covenant of Allah and do not break the contract (20) And those who join that which Allah has ordered to be joined and fear their Lord and are afraid of the evil of [their] account (21) And those who are patient, seeking the countenance of their Lord, and establish prayer and spend from what We have provided for them secretly and publicly and prevent evil with good - those will have the good consequence of [this] home (22)

Their reward
- Theirs is the good end of the home: Gardens of Eden, in which they enter together with the righteous among their parents, spouses and children (13:22 to 23).
- The angels enter upon them from every gate saying: peace be upon you for your patience; what an excellent final home (13:23 to 24).
The opposite group
Those who break Allah's covenant after making it firm, cut what Allah ordered to be joined and spread corruption on earth have the curse and the worst home (13:25).
Provision, the world and the remembrance of Allah (13:26 to 29)رزق، دنیا اور ذکرِ الٰہی (13:26 تا 29)Often examined
- Allah extends provision for whom He wills and restricts it («يَبْسُطُ» means He extends). This is His wisdom (13:26).
- The deniers rejoice in the life of this world, but this world compared with the Hereafter is only brief enjoyment (13:26).
- The deniers again ask why no sign was sent down; the answer is that Allah leaves astray whom He wills and guides to Himself the one who turns back to Him (13:27).
- The believers are those whose hearts find rest in the remembrance of Allah: «
- Those who believe and do good deeds have a good state and a good return (13:29).
Those who have believed and whose hearts are assured by the remembrance of Allah. Unquestionably, by the remembrance of Allah hearts are assured

- Do not measure a person by wealth: provision is wide or narrow by Allah's wisdom.
- Real peace of heart comes from remembering Allah, in prayer, Quran and dhikr, not from wealth or amusement.
- Turn back to Allah to be guided.
The demand for a sign and the Messenger's duty (13:7, 13:27, 13:30 to 31, 13:38, 13:40, 13:43)نشانی کا مطالبہ اور رسول کی ذمہ داری (13:7، 13:27، 13:30 تا 31، 13:38، 13:40، 13:43)Often examined
The Makkan deniers repeatedly asked: why has no sign been sent down to him from his Lord? The surah answers this demand in several places.
And those who disbelieved say, "Why has a sign not been sent down to him from his Lord?" You are only a warner, and for every people is a guide
- The Prophet (ﷺ) is only a warner, and for every people there is a guide (13:7).
- Allah guides to Himself the one who turns to Him (13:27).
- If any recitation could move mountains, split the earth or make the dead speak, it would be this Quran; yet all the affair belongs to Allah, and had He willed He would have guided all people (13:31).
- Earlier messengers were also human, with wives and children, and none could bring a sign except by Allah's permission (13:38).
- The Messenger's duty is only to convey; the reckoning is Allah's (13:40).
- To those who say you are not a messenger, say: Allah is sufficient as witness between me and you, and whoever has knowledge of the Scripture (13:43).
And those who have disbelieved say, "You are not a messenger." Say, [O Muhammad], "Sufficient is Allah as Witness between me and you, and [the witness of] whoever has knowledge of the Scripture

- A believer does not demand miracles; the Quran itself is the greatest sign.
- The caller to Allah must only convey the message clearly and leave the result to Allah.
The fate of the deniers and the reward of the God-fearing (13:32 to 35, 13:41 to 42)منکرین کا انجام اور متقین کا اجر (13:32 تا 35، 13:41 تا 42)
- Messengers before the Prophet (ﷺ) were also mocked; Allah gave the deniers time, then seized them, and His punishment was severe (13:32).
- Allah watches every soul and what it earns, yet they made partners for Him; he who is led astray by Allah has no guide (13:33).
- The deniers have punishment in this world and a harder one in the Hereafter (13:34).
- The Paradise promised to the God-fearing has rivers flowing beneath it, lasting fruit and shade; the end of the deniers is the Fire (13:35).
- Allah is reducing the land from its borders; there is none to revise His decision and He is swift in reckoning (13:41).
- Those before them also plotted, but all planning belongs to Allah, and the deniers will know for whom is the final home (13:42).
The example of Paradise, which the righteous have been promised, is [that] beneath it rivers flow. Its fruit is lasting, and its shade. That is the consequence for the righteous, and the consequence for the disbelievers is the Fire

Rukus 1 to 2, ayat 1 to 18Rukus 1 to 2رکوع 1 تا 2
Ruku 1 (ayat 1 to 7): the Quran is the truth; signs in the heavens and earth; the deniers' astonishment at the resurrection and their haste for punishment; the demand for a sign. Ruku 2 (ayat 8 to 18): Allah's knowledge, the guardian angels, self-change, thunder and lightning, the call to Allah alone, the foam parable and the two groups.
It is Allah who erected the heavens without pillars that you [can] see; then He established Himself above the Throne and made subject the sun and the moon, each running [its course] for a specified term. He arranges [each] matter; He details the signs that you may, of the meeting with your Lord, be certain
For each one are successive [angels] before and behind him who protect him by the decree of Allah. Indeed, Allah will not change the condition of a people until they change what is in themselves. And when Allah intends for a people ill, there is no repelling it. And there is not for them besides Him any patron

For each one are successive [angels] before and behind him who protect him by the decree of Allah. Indeed, Allah will not change the condition of a people until they change what is in themselves.

He sends down from the sky, rain, and valleys flow according to their capacity, and the torrent carries a rising foam. And from that [ore] which they heat in the fire, desiring adornments and utensils, is a foam like it. Thus Allah presents [the example of] truth and falsehood.
